RELAÇÕES ENTRE LEGISLAÇÃO AMBIENTAL BRASILEIRA E IMPACTOS AMBIENTAIS DO TRATAMENTO DE ÁGUA: CONTRIBUIÇÃO PARA A GESTÃO AMBIENTAL DE COMPANHIAS DE SANEAMENTO BÁSICO.

Resumo

A falta de um enfoque legal para as questões ambientais dentro das organizações gera, muitas vezes, erros, dúvidas e incertezas de como agir em favor da legislação vigente, em prol do meio ambiente e da própria empresa. Na área do saneamento, companhias de tratamento de água representam um segmento importantíssimo, não só para a população, mas para o Meio Ambiente. Isto sugere que as mesmas compreendam as relações entre saneamento, legislação, saúde pública e meio ambiente e tomem decisões em favor disso. Para tanto, o presente estudo originou-se da necessidade de elaborar o levantamento da legislação ambiental vigente e associá-lo aos impactos ambientais de uma Matriz de Aspectos e Impactos Ambientais de Estação de Tratamento de Água Convencional. Foi também elaborado um Plano de Ação para facilitar a tomada de decisões, na busca da conformidade legal. Um exemplo constatado foi a necessidade de atendimento do art. 24 da Resolução CONAMA nº 357 referente à realização de tratamento adequado dos efluentes antes de seu lançamento no corpo hídrico. Para o cumprimento desta etapa foi essencial o conhecimento legal para posterior indicação de oportunidades de melhorias para a estação. A proposta de relação entre os efeitos das ações de tratamento de água e a legislação ambiental vigente, realizada neste trabalho, constitui um avanço, no sentido de reunir elementos fundamentais para o auxílio na formulação e execução da gestão ambiental em saneamento.

ABSTRACT

Relations between brazilian environmental legislation and environmental impacts of water treatment: contribution to the environmental management of sanitation companies. The lack of a legal approach to environmental issues within organizations creates many times, errors, doubts and uncertainties to work according the current legislation, in benefit of the environment and the company itself. In the sanitation area, water treatment companies represents an important segment, not only for the population, but for the environment. This suggests that they understand the relations between sanitation, legislation, public health and environment, have great conection among themselves and make decisions in favor of it. Therefore, the current study comes from the need to elaborate informations of the current environmental legislation and associate them to the environmental impacts of an Matrix Issues and Environmental Aspects of Conventional Water Treatment Station. It was also made an Action Plan to facilitate the decision-making in the pursuit of legal compliance. A noticed example was the need to attend the article 24 of CONAMA Resolution nº 357 concerning the implementation of adequate treatment of effluent before its release in the body water. For attending this step was essential the legal knowledge to further indication of improvements at the station. The proposal of relation between water treatment effects in the operation phase and the current environmental legislation, made an advance, in the sense of getting new fundamentals elements for assisting in the formulation and execution of the environmental management in sanitation.
