The solid waste management plan in the environmental licensing: a case study in the city of Pelotas, RS

The current environment scenario is a reflection of a historical context with flaws that compromise environmental quality so that the adoption of new measures aimed at reducing the environmental impacts of economic activities under a preventive approach is necessary. The Environmental Licensing and the Solid Waste Management Plan (PGRS) are legal instruments that aim to minimize these impacts. Given the importance of these tools, this study aims to discuss the requirements related to PGRS within the Environmental Licensing. The method used was based on bibliographic references and a structured interview involving environmental agencies, entrepreneurs, and environmental consultants. The bibliographic review and the interviews brought as a result, for being contained in these instruments, a series of requirements to be fulfilled. As a result, environmental licensing and PGRS are shown to be fundamental environmental management instruments for environmental safety, to ensure that the production processes of the enterprises are controlled in order to avoid the disposal and inadequate final disposal of waste.
