Introduction: The consumption of psychoactive substances accompanies the evolution of human history. The human being has been using drugs through the ages in the most varied contexts and for the most diverse motivations, and today, it is verified that this use has posed many challenges to the world society. Given that this is a complex and multifactorial phenomenon; it is observed that the public policies to confront this problem have not been effective. In Brazil in particular, actions and programs in this regard have been shown to be late, minimal and inarticulate.
Objective: Thus, the aimed of this paper was to contribute with theoretical reflections on this issue, with particular emphasis on the scope of prevention.
