The family allowance program and the theory of justice by John Rawls: emancipation and autonomy of the beneficiaries

Abstract

The present work studies the Federal Social Program Income transfer Bolsa Familia (PBF) to ascertain if there is a human emancipation and autonomy of the beneficiaries of this program in Brazilian society. It is concluded that through the Family allowance program there is a concern that rising incomes and conditions of well-being of the population "less favored" leading to emancipation and autonomy, but points out that this only occurs when the previous condition that the beneficiaries had, do you have an autonomy and emancipam compared with the classes "most favored". The method used is the analytical base as author John Rawls. Thus, in Rawlsian theory there is a concern with the subject "less fortunate" in need of benefits and social inclusion in Brazilian society. But, it is a warning, the program is not an end, but a means of reducing social vulnerability of the "less fortunate" in Brazilian society.

Pós-Doutorado em Filosofia (2015) e Pós-Doutoranda em Direito pela Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS). Mestre em Direito na linha de pesquisa "Direito Ambiental e Biodireito" (2006) e Mestre em Filosofia na linha de pesquisa "Problemas Interdisciplinares de Ética" (2015) ambas pela Universidade de Caxias do Sul.
