The data were collected through semi-structured interviews analyzed using the technique of descriptive/textual analysis. The first step was to identify and diagnose the operation of the city’s board of education and schools. After, a management model was proposed to support the school principals in leading the school management. The results indicated that no technical capacitating exist for the school principals manage the schools and the school administration depends exclusively on a well-performed team to undertake the work. In this way, practices were developed to be applied in the school management and in the qualification of the school principals and the whole staff.
