A critical perspective on the capacity of Latin American States

Abstract

The objective of this work is to point out the scope and explanatory limits of the concept of State capacity applied to Latin American reality. As an empirical subsidy to theoretical reflection, we have used longitudinal data from the Variety of Democracy Project (V-Dem) and the Latinobarómetro. Results indicate that we should avoid labels like “backward” or “patrimonial states”, but rather understand the specificities of the region, such as political culture, the very genesis of these states and the way in which they joined the world geopolitical conflict in advanced capitalism.

Mestre em Ciência Política pela Universidade Federal de Pelotas (UFPEL), tem especialização em Marketing, Direito Eleitoral e Partidário pelo Centro Universitário Internacional (UNINTER), e é bacharel em Ciência Política pela Universidade Luterana do Brasil (ULBRA). Coorganizou em 2018 o dossiê "Cultura Política e Crise Democrática" lançado pela Revista Cadernos de Campo da Universidade Estadual Paulista Júlio de Mesquita Filho (UNESP). É pesquisador associado ao Centro Latino-Americano de Estudos em Cultura (CLAEC), e filiado à Asociación Latinoamericana de Ciencia Política (ALACIP) e à Associação Brasileira de Ciência Política (ABCP). Desenvolve estudos e pesquisas em teoria política, com enfoque na democracia e processos de democratização, e na área do comportamento político, com enfoque na cultura política.
