Abstract

The Master Plans have been the only efficient and existing tool of urban planning on the most of Brazilian cities. For being a weak tool against the cities’ complexity, this essay intent to make a historical analysis of Porto Alegre`s Master Plans formation. Nowadays the city as result of a disoriented growth, noticeable on slums` missing basic infrastructure, as well transport problems and the right of city`s use, demands of the new Master Plan formulation to answer the real urban and social`s problems.
