Social Inclusion and Exclusion: Public Policies of institutional fostering directed to Infancy and Youth

This research had as objectives: 1) to understand the reality of a shelter, confronting it with the national guidelines; and 2) to understand the meanings of the actions of the professionals who act in this shelter. For that, participant observations, semi-guided interviews with the professionals and documental research have been accomplished. The main factor that was motivated for the sheltering is the situation of the involvement of the families with drugs. The professionals have clarity of the reality of the sheltering, but they are insufficient to guarantee the rights of the children and adolescents to the family living.
