Environmental management and sustainable bidding: an analysis of federal universities in Rio Grande do Sul from the perspective of the TCU

The Public Administration has been improving their routines with an emphasis on sustainability and as a way of reckoning forward annually to the Tribunal de Contas da União (TCU) the respective management reports. In this sense, this research aims to understand how the actions of the Federal University of Rio Grande do Sul are related to environmental management and sustainable bidding exercises dated from 2011 to 2014. To this end, developed a study of quantitative and qualitative nature of the descriptive type, accomplished through a documentary research. From the existing legislation on the subject environmental management and sustainable, bids were identified the questions required by TCU. As a result, were analyzed sustainable practices adopted, its evolution, and subsequently carried out a diagnosis of the performance of the universities in the period 2011-2014. One of the institutions analyzed, only UFSM has a Sustainable Logistics management plan and the UFRGS showed up as the only participating in the Government's Environmental Agenda. Already the UFPEL encourages their servers on the topic sustainability campaigns and courses, while the FURG has preference for goods liable to reuse and to take into account aspects such as quality and durability.
