Access to oral health information on electronic portals: user empowerment in municipalities

Objective: Evaluate access to information in Oral Health (SB) through the functionality of some municipal electronic portals, in terms of accessibility/usability of the pages; information in SB made available to users; to social control over administration; and to interactivity and user participation.
Material and Methods: This is a descriptive-exploratory multiple case study, taking the portals of the 26 municipalities in the state of São Paulo belonging to the Regional Health Department XIII (DRS XIII), administrative region of the State Health Department.
Results: The results showed that most of the sites evaluated presented Functional Indices (FI) unsatisfactory. The mean of the IF of the municipalities was 12.24 and the standard deviation was 3.61, a minimum of 7 - Santa Rita do Passa Quatro and a maximum of 24 - Ribeirão Preto. The functionality of each dimension offered some confidence in terms of interactivity and participation, however the same was not true for the other categories.
Conclusion: It is concluded that there is a need for the State to adapt not only to current laws, but also to society’s demands, modernizing its internal structure so that sites are effectively interactive and transparent.
