For an intelligent São Paulo: governace space

Brazil has 85% of its population in cities. Immigrants have been added and neighborhoods, infrastructures and services at random pressures and dramas. São Paulo, wit 11 millions of inhabitants in the city and 21 in the metropolitan area, reflects this accumulated chaos. But it stopped growing, and it can today concentrate in improving its quality of life, taking advantage of a set of new technologies such as the connectivity online, but also social technologies as participative systems of management, decentralized policies of management, reconstitution of the identity in neighborhoods. The present paper shows some ways of the construction of new spaces of governance.
