Intermunicipal border relations: analysis of the integration mechanisms adopted by the twin cities of São Borja (Brazil) and Santo Tomé (Argentina)

This article proposes the study on the border relations between São Borja, belonging to the state of Rio Grande do Sul, Brazil, and Santo Tomé, which is in the province of Corrientes, Argentina. The research focuses on the analysis of the integration mechanisms adopted by the municipalities, where three binational entities are studied, in order to be institutionalized: the Association of Producers and Entrepreneurs of São Borja and Santo Tomé (APESS), the Binational Chamber São Borja - Santo Tomé and the Border Committee. Guided by the qualitative methodology, semi-structured interviews and a documentary study of the main actions of the selected entities were carried out. As a result, the situation presented is insufficient for effective integration, since most of the topics discussed involve legislative and administrative competencies within the central powers of each country. Thus, to date, there has been little concrete change for the populations in the border area.
