Reverse logistics applied in national solid waste policy and state law São Paulo's technological waste in Pindamonhangaba - SP

The large volume of electrical and electronic waste generated became a major problem for society because of the presence of many toxic substances and risks when improperly discarded. Given this situation, several environmental laws are introduced, such as the National Solid Waste Policy - PNRS, Law 12.305/10, which requires the implementation of reverse logistics systems, and the State Law Paulista 13.576/09, which provides for the maintenance of collection points. The laws assign responsibilities and obligations to companies in the electrical and electronic sector privileging reutilization materials in the production cycle or disposal proper. Thus, the study analyzes how reverse logistics is being fulfilled and investigates the actuation of two cooperatives, recycling and collectors, ten companies of technical assistance of electronics and two retail stores. Based on the results, cooperatives are formalized, they have partnerships with public and private sector and comply the function social, economic and environmental. The techniques assists companies reutilize components but discard waste, and there are no agreements with manufacturers. In retail stores, it was found lack of information and unfamiliarity of legislation. Despite its benefits, the reverse logistics of electrical and electronic waste has many challenges and a long to way to be achieved.Downloads
