Políticas Públicas de Gestão Escolar e Liderança Educacional: um estudo de caso do modelo de Sobral no Ceará

This article aims to analyze public policies that deal with school management and educational leaders in the municipality of Sobral. The study is an exploratory bibliographical research, descriptive research and a qualitative case study. This work is justified as school managers are also responsible for the educational performance of students, hence the relevance of this topic. As a result, there was a restructuring of Sobral's public educational policies, as well as the strengthening of school management, in which educational leaders are derived from a selection process with an emphasis on technical skills and without political-partisan interference. It was observed that public policies have administrative and pedagogical autonomy as their guiding principle, and there are support and supervision teams to individually monitor school directors. There was also the possibility of in-service training for school managers, the participation of students' families in the teaching and learning processes, and the existence of financial incentives for schools that stood out in educational results.
